Let's back up-PageRank is, errr, sorry, was an arbitrary ranking feature on the toolbar where website owners could get a (very inaccurate) ranking as to where their site sat in the eyes of Google. The problem with the ranking is that is wasn't aligned with Google's actual algorithm. As a result, your site could show up on the first page of Google, but its page rank could be very low, and vice versa.

SEO pros would constantly hear complaints from their clients about a low page rank, even though their site constantly would appear on the first page of the SERP.

Finally, Google realized that the two didn't add up and it was better to just drop the ranking altogether. It is bad, however, for Black Hat SEO companies that use PageRank as a selling point for their shady practices.
